Bachelor’s Degree in Human Resource Management / Development or equivalent NQF Level 6 or NQF Level 7 qualification. A post graduate qualification will be an added advantage. 3-5 year’s middle management experience in training and development. Managerial skills, communication skills, research and reporting writing skills, analytical and strategic thinking skills, conflict management skills, computer literacy and presentation skills. Extensive knowledge of government policies, priorities, legislation, frameworks, strategies, Public Services Act, PFMA and Treasury Regulations. A Valid driver’s license.
As part of senior management team, the incumbent will be responsible for capacity building of the department through the implementation of the skills development strategy. Provide human resource development services and support in respect of training and development programmes. Manage performance management development system. Oversee the effective implementation of the retention strategy, training administration including learnership, internship, bursary and induction programme. Ensure compliance in the implementation of the workplace skills plan. Provide leadership on workforce transformation. Ensure that the department complies with regulatory frameworks.
