About the job:
The CSIR Finance department has a vacancy for a Financial Manager. The successful candidate will have an overall accountability for financial management in the operating unit and the management of the financial staff within the unit. This position is based in Pretoria.
Assist and consolidate budget and forecast for the unit in consultation with unit management.
Report monthly on the financial results to assist management with evaluating the financial performance against the budget, provide input on variances and propose action to mitigate financial risks.
Assess the financial risks associated with customer and supplier agreements and ensure that the legal aspects impacting on the financial risks are adhered to.
Assess the return on investment in property, plant and equipment, verify against budget and ensure that legal/statutory requirements are adhered to.
Responsible for the accurate administration of contracts and projects on the ERP system.
Accountable for the accuracy of the financial results, reporting and reconciliation of balance sheet accounts.
Assist management with quarterly finance performance reporting against agreed targets.
Responsible to manage financial risks within the operating unit through the active communication and evaluation of the compliance of the relevant legislation (e.g. CSIR Act, PFMA, PPPFA, accounting framework, tax and Reserve Bank regulations, audit requirements, etc.) and CSIR policy.
Manage, direct and advise relevant staff on monthly/quarterly/year-end processes and perform reviews of data and reconciliations.
Responsible to assist the internal and external auditors.
Review and improve unit financial business and financial internal control environment for the area of responsibility.
Manage relationships with internal and external stakeholders, customers and suppliers through active engagement and continuous communication.
Manage, mentor, and train financial staff and evaluate their performance against agreed key result areas.
Qualifications, skills and experience:
A minimum of an honours degree or a CIMA qualification. A Chartered Accountant (SA) qualification will be an added advantage.
Five to seven years working experience in a complex and multi-dimensional environment.
Experience in dealing with various internal and external stakeholders such as auditors, suppliers, industry funders, etc.
Experience in analysing and interpreting financial data and complex financial reporting.
Working experience in state-owned public entity will be an added advantage.
Working experience with an ERP system and advanced Microsoft Office suite skills.
Excellent interpersonal skills and ability to have effective working relationships with people at all levels in a diverse organisation.
Understanding of legislation applicable to the financial environment and specifically a state owned public entity.
Ability to pay attention to detail.
Ability to develop solutions to complex financial issues.
Effective organisational skills.
Knowledge and ability to apply accounting principles.
Excellent verbal, written, listening, presentation and communication skills.
Ability to analyse financial data and to communicate the results to a diverse group.
